Process Evaluation of the JAM Cash for Assets (CFA) Project in Gogrial West, South Sudan

This is a process evaluation of an international Non-Governmental Organisation (INGO) project that was implemented in South Sudan, in a state called Warrap. The project focused mainly on the food assistance sector, with integration to other sectors that affected access to food for the most vulnerable groups. The targeted project participants are required to work on creating assets in their communities that benefit the general population for fifteen days in a a month, after which they are given a cash transfer, meant to increase their access to food as individual households. The project endeavours to enable creation of critical community assets while at the same availing money for the purchase of food.
The evaluation will be a utilization focused evaluation (UFE). This evaluation will engage the users of the evaluation, that is, mainly the World Food Programme (WFP) and Joint Aid Management (JAM), beneficiary community and the local government stakeholders, including in the design of the evaluation. The evaluation will assume both a clarificative and process evaluation focus. A mixed methods approach will be utilised.
The evaluation has three main objectives:
1. Assess the extent to which the CFA intervention design fits for the South Sudan context in general and Gogrial West County in particular.
2. Assess the fidelity of implementation of the intervention to its design, including how the internal processes supported implementation.
3. Proffer plausible recommendations on design and implementation issues as informed by the evaluation findings, for future similar interventions strengthening and the specific project adaptations.
