Victoria Tuwilika Shifidi

Victoria Tuwilika Shifidi is as a socio-hydrologist, interested in the dynamic interactions and relationship between social and hydrological processes. She holds a Master’s in Geography and Environmental Studies and an Honours degree in Geographic Information Systems, both obtained at Stellenbosch University. In addition, she has an Education bachelor’s degree in Biology and Geography, a full major in Geography Environmental Studies, and an LLB (Hons) degree all from the University of Namibia. She enjoys combining law, sciences, and research for governance and sustainable development.

Victoria’s PhD focuses on water governance and water politics using the transboundary Cubango-Okavango River Basin as her case study. Her PhD forms part of a wider “Resilient Waters Programme” funded by USAID Southern Africa, and which aims to build more resilient communities and ecosystems by improving governance of transboundary water resources amid shifting hydroclimatic regimes.

Victoria previously worked at the Research and Information Services of Namibia, and on arid ecology research projects and outdoor education programmes at the Gobabeb Research and Training Centre in the Namib-Naukluft. She currently works for Namibia’s Department of Water Affairs and has represented the Namibian ministry on various transboundary surface water initiatives, the National Climate Change Committee and the Thematic Working Group on Agriculture, Forestry, and Other Land Use facilitated by the FAO NDC-Partnership.
