Kevin Foster is a PhD candidate attached to the Reconfiguring Energy for Social Equity (ReSET) project. His PhD research, Reconfiguring the energy transition for municipal sustainability in South Africa, looks at the implications of the South African energy transition for local government sustainability, revenues, the equitable provision of services, and local governments’ possible responses. Prior to joining the ReSET project, Kevin worked as a public policy researcher specialising in local government policy and intergovernmental relations and programme evaluations since 2013, initially with Palmer Development Group and then as an independent consultant, having formed his own company. He has worked on projects across the scope of public policy in South Africa, including on projects covering regulatory analysis, public participation, the environment and sustainability, the water sector, energy and human settlements. Kevin has a Master’s in Public Policy from the University of Cape Town, and Honours degrees in Politics, Philosophy and Economics and City Planning.
